13377 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 11429 (2026), why did the interim measures in place after February 2025 fail to prevent the 17 fraudulent conversions that were issued during that period?

Hon Chris Bishop: NZ Transport Agency Waka Kotahi advises me that the 17 licence conversions occurred before the interim controls took effect in November 2025.
