Tangi Utikere to the Minister of Transport: Further to Reply 11431 (2026), when NZTA's senior leadership approved the November 2025 media statement describing the fraud as having been discovered through a July 2025 audit, did those approving the statement have knowledge of the February 2025 detection at the time?
