13223 (2026). Hon Dr Megan Woods to the Associate Minister for Energy: What criteria, if any, will be used to determine that a Phase 3 or Phase 4 situation has been resolved sufficiently to return to Phase 2 of the National Fuel Plan?

Hon Shane Jones: Six criteria have been identified that, if met, will prompt an assessment among Ministers about movement up or down a response phase. The criteria are set out in the Fuel Response Plan 2026 and are intended to apply at all phases. Ministers will consider a broad range of information. There is no single change that will automatically move us up or down a phase.
