Hon Chris Bishop: NZ Transport Agency Waka Kotahi (NZTA) did not consider referencing the maximum conviction penalty of $10,000 in its media statement because it considered an infringement, along with initial cancellation or suspension, to be the appropriate regulatory response at the time.
