13168 (2026). Tangi Utikere to the Minister of Transport: Further to Replies 11429 and 11430 (2026), what licence classes and endorsements were held by the 17 individuals whose fraudulent conversions were issued after February 2025; and were any of those individuals operating commercially as drivers during the period between their conversion and the closure of the vulnerability in October 2025?
Hon Chris Bishop: NZ Transport Agency Waka Kotahi advises me that all 17 individuals held a Class 5 Full New Zealand licence. 7 held endorsements – 6 of them held a Dangerous Goods (D) endorsement, 2 a Forklift (F) endorsement and 2 a Passenger (P) endorsement. It is not known whether the individuals were operating commercially during this period, however, their licence classes and endorsements entitled them to do so. Their licences were not cancelled or suspended until November–December 2025.
