13165 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 11430 (2026), at what point after their fraudulent conversions were the 17 individuals identified as part of the affected cohort; and were their licences suspended or cancelled any earlier than those of individuals converted before February 2025, or were they treated identically?

Hon Chris Bishop: NZ Transport Agency Waka Kotahi (NZTA) advises that five of the individuals converted their licences between April and June 2025 and were identified in July 2025. The remaining 12 individuals were identified in December 2025, following licence conversions completed between July and November 2025. 4 of these individuals had their licences cancelled in November 2025, 1 was suspended in November 2025 and the other 12 were suspended in December 2025. These individuals were treated consistently with other affected licence holders.
