Tangi Utikere to the Minister of Transport: Further to Reply 11431 (2026), if the fraud was confirmed through a risk assessment completed in July 2025 yet fraudulent conversions continued to be issued until 31 October 2025, what action, if any, did NZTA take in the period between confirming the fraud in July 2025 and closing the vulnerability in October 2025, and why was the vulnerability not closed immediately upon confirmation?
