13158 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 11431 (2026), who within NZTA was responsible for determining the timeline for closing the vulnerability following the July 2025 confirmation of fraud; was a decision made to defer closure, and if so, on what grounds was that deferral justified?

Hon Chris Bishop: I am advised the process change implemented to further mitigate the potential for fraud was directed by the NZ Transport Agency Waka Kotahi National Manager, Regulatory Performance, Risk & Insights. There was no decision made to defer closure of the vulnerability.
