Hon Kieran McAnulty to the Minister of Corrections: What is the current status of the Prison Redevelopment Programme public-private partnership, including whether an expression of interest process has been completed and, if so, how many parties responded, following the announcement made at the New Zealand Infrastructure Investment Summit held in Auckland on 13–14 March 2025?

Hon Mark Mitchell: I am advised that the member’s question has been interpreted to relate to the Christchurch Men’s Prison Redevelopment Programme (CMPRP), which was announced at the New Zealand Infrastructure Investment Summit in March 2025, and is due to be delivered through a public-private partnership. I am further advised that procurement for Phase 1 and 2 of the CMPRP is in its final stages. An expression of interest process has been completed and received responses from four consortia. In August 2025, three were shortlisted to submit a full proposal by December 2025. Corrections received proposals for the design, build and finance of new facilities, and the provision of asset management and facilities maintenance services for 25 years. Corrections will continue to operate and run the prison. I am also advised that Corrections are on track to conclude a contract with a preferred bidder by August 2026.
