13129 (2026). Hon Kieran McAnulty to the Minister of Transport: What procurement pathway has been confirmed, if any, for the Northland Expressway following the New Zealand Infrastructure Investment Summit held in Auckland on 13–14 March 2025, and has the market been formally engaged on public-private partnership delivery?

Hon Chris Bishop: The first section of the project, Warkworth to Te Hana will be delivered as a Public Private Partnership (PPP). NZTA has undertaken extensive market engagement and the procurement process is ongoing. Subject to successful contract negotiations and Cabinet approval, NZTA expect to award the contract for the PPP by late July 2026. The rest of the corridor between Te Hana and Whangarei is currently in the route protection phase.
