12952 (2024). Hon Dr Duncan Webb to the Minister of Justice: Does the minister consider that three gang members (as set out in clause 9 of the Gang Legislation Amendment Bill) is a "large intimidatory group"; if not, why did he say that the government was giving police the power to disperse gang members large intimidatory groups?
Hon Paul Goldsmith: I am committed to giving Police the tools they need to combat the fear and intimidation gangs cause to communities across New Zealand. I intend the new dispersal order powers to be a broad, discretionary tool to be added to Police’s toolkit. I am satisfied that many members of the public would be intimidated by a group of three more gang members who are gathered together in public and engaged in disruptive activity.
