Rt Hon Winston Peters: New Zealand expressed positions at the third session of the Preparatory Commission on the outputs under consideration. Those positions promoted good governance principles, including prioritising cost-effective arrangements and the broadest possible participation of States Parties, and consistency with the Agreement.
