Rt Hon Winston Peters: The Rail portfolio is not responsible for any agency, department or Ministries, where the Minister has responsibility for the operational policies, procedures, and decision-making of the organisation. There are three organisations within this portfolio that have boards which are responsible for oversight of operational policies, procedures and decision-making.
