12319 (2026). Hon Kieran McAnulty to the Minister of Housing: Further to his reply to Question 7098 (2026), did Kāinga Ora extend or renew its initial contract with Jacic Advisory Pty Ltd and if so, what was the date and reason for each extension or renewal?
Hon Chris Bishop: Kāinga Ora – Homes and Communities advises me that the initial contract with Jacic Advisory Pty Ltd was not extended. The second contract started on 10/02/25 and was extended on two occasions: • Extension 1: End Date: 1/08/2025 • Extension 2: End Date: 31/12/2025 Jacic Advisory’s contract was renewed on a time‑limited basis to provide continuity and specialist advisory support during periods of significant organisational change. Extensions were approved to maintain delivery across several critical programmes, including technology modernisation (particularly governance processes), leadership transition activity, operating model review work, and strategic workforce planning. This reflected the need to manage delivery risk and maintain momentum while permanent staff were recruited and internal capability established. Throughout this period, Jacic Advisory provided executive‑level advisory and interim capability support only; accountability for decisions and delivery remained with Kāinga Ora leaders. Jacic Advisory’s current support is providing short‑term advisory input to Enterprise Business Platform work. All engagements and extensions were time‑bound, approved under appropriate delegations, and undertaken in line with Kāinga Ora policy and Public Service Commission guidance.
