12198 (2026). Hon Kieran McAnulty to the Prime Minister: How, if at all, does the Cabinet Office define advocacy for or advocating for a project or person in terms of identifying or managing conflicts of interest in ministerial decisions?
Rt Hon Christopher Luxon: This will depend on the context; however, I am advised that the Cabinet Office has previously advised Ministers that advocacy “means making strong statements in support of, or opposition to a project or category of projects, or taking active steps in support of a project (usually more than just writing a letter of support).”
