12171 (2026). Hon Kieran McAnulty to the Associate Minister of Housing: Can he confirm that under the proposed property management regime a person whose registration was previously cancelled through disciplinary procedures may be re-registered if the Registrar is "satisfied that exceptional circumstances justify re-registration"; if so, who will define what constitutes exceptional circumstances, and will that definition be set in primary legislation?
Hon Tama Potaka: The Registrar will have the discretion to decide what constitutes “exceptional circumstances” for re-registration. Whether a definition will be contained in the Bill is the sort of matter that will be considered further during the process of drafting the Bill.
