12170 (2026). Hon Kieran McAnulty to the Associate Minister of Housing: Will the minimum education and experience requirements for registration as a residential property manager not be set in the primary legislation but instead prescribed by the Registrar in rules following Ministerial approval; if so, when does the Minister expect those rules to be in place relative to the Bill coming into force?
Hon Tama Potaka: Yes, the Residential Property Managers Registrar will prescribe in rules, the minimum education or experience requirements for registration as a residential property manager. The Registrar will consult the Minister and Department (Ministry for Cities, Environment, Regions and Transport or whichever Department is responsible for the administration of the Bill) when developing the rules. I intend the Bill to provide for staged commencement, to allow secondary legislation (such as rules) to be in place before the requirement to be registered takes effect.
