12091 (2026). Hon Dr Ayesha Verrall to the Minister of Health: Who, if any, is responsible for authorising emergency fuel allocation to hospitals, health facilities and services?

Hon Simeon Brown: I am advised that the National Fuel Plan sets out fuel allocation and prioritisation measures across four phases. This includes directing fuel allocation to priority life-supporting and essential services such as hospitals and health facilities. The Ministry of Business, Innovation and Employment is leading the planning of fuel prioritisation and allocation under the National Fuel Plan. Health officials have been supporting this process by assessing and advising on fuel resilience and prioritisation needs for the health sector.
