11730 (2026). Hon Dr Ayesha Verrall to the Minister of Health: How many planned capital expenditure projects across Health New Zealand districts, if any, were delayed or deferred in each financial year since 2022/23, broken down by district, project name, original scheduled completion date, and revised completion date?
Hon Simeon Brown: I am advised that Health New Zealand is managing more than 1,000 physical infrastructure projects across the country. These projects are funded through a capital allocation process, including the Health Capital Envelope. From time to time, some projects are paused or changed in scope. When this happens, funding is moved between projects across the programme. This is part of managing a large, long-term investment programme and helps ensure cashflow is well managed over the life of the programme.
