11656 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 8826 (2026), what methodology did NZTA use to assess the road safety risk of the impacted individuals as above average; and did that methodology include any analysis of the actual driving records, crash histories, or infringement histories of the individuals concerned?
Hon Chris Bishop: Yes. NZ Transport Agency Waka Kotahi (NZTA) advises me that it assessed the cohort as having an above average road safety risk by comparing their traffic offence rates since 1 January 2023 with those of all drivers licensed over the same period, broken down by relevant licence classes and endorsements. NZTA also considered involvement in recorded road crashes, outcomes of commercial vehicle roadside inspections, and any adverse information provided by NZ Police relating to non- compliance or breaches of licence conditions.
