11463 (2025). Francisco Hernandez to the Minister of Police: What collective agreement negotiations, if any, will be due to take place in the Minister's departments, if any, during the 2025 calendar year, listed by date, union, and roles affected?
Hon Mark Mitchell: I am advised that Police’s employee (i.e. non-Constabulary) Collective Employment Agreement (CEA) for all roles graded B-J expires on 30 June 2025. It is a multi-union CEA, and Police will commence bargaining with the unions in May 2025. Three unions are party to this agreement: the New Zealand Police Association, the Police Leaders Guild and the Public Service Association. The New Zealand Police Association represent the vast majority of union members covered by this agreement.
The employee CEA covers all roles that don’t hold a management role (those staff being covered by the grade 21-26 Managers Employment Agreement). Roles affected by the negotiations include Police National Headquarters and district based roles across Public Facing (Critical), Operational Support (Necessary) and Corporate Support (Enablement).
