11432 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 8830 (2026), what was the relationship between the initial detection of the fraud in February 2025 and the audit conducted in July 2025; and did the July audit arise as a consequence of the February detection?

Hon Chris Bishop: I am advised by NZ Transport Agency Waka Kotahi (NZTA) that the review in February 2025 identified previously unknown potential issues. The risk assessment carried out and then completed in July 2025 did arise as a consequence of the February 2025 review.
