11429 (2026). Tangi Utikere to the Minister of Transport: Further to Replies 8823 and 8830 (2026), what action did NZTA take between February 2025, when the fraud was initially detected, and October 2025, when the last fraudulent conversion was issued; and why did that action fail to prevent further fraudulent conversions during that period?

Hon Chris Bishop: I am advised by NZ Transport Agency Waka Kotahi (NZTA) that between the period of February 2025 and October 2025, it took steps to prioritise the potential issues identified, assess the risk, understand the issue, and identify the root cause to determine how to appropriately close the vulnerability. As this period was used to determine the extent of the problem, the relevant process improvements had not yet been implemented.
