11428 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 8830 (2026), when did NZTA close the vulnerability in its licence conversion process that had enabled the fraud; and was that closure implemented before or after October 2025?

Hon Chris Bishop: NZ Transport Agency Waka Kotahi (NZTA) advises that the vulnerability relevant to this cohort was addressed and closed through changes to operational processes implemented on 31 October 2025.
