Hon Rachel Brooking to the Minister responsible for RMA Reform: Does he agree with Auckland Council regarding the Planning Bill and Natural Environment Bill that “having two bills rather than one encompassing the whole system architecture is not ideal, and leads to significant complexity and duplication, which does not aid interpretation and understanding”?

Hon Chris Bishop: No. I do not agree that having two Bills leads to significant complexity or duplication. The Planning Bill and Natural Environment Bill have distinct purposes and together provide the system architecture for planning and environmental management.
