11417 (2026). Hon Rachel Brooking to the Minister responsible for RMA Reform: Does he agree with Auckland Council regarding the Planning Bill and Natural Environment Bill that “the rationale for the proposed split between the Planning Bill and Natural Environment Bill is not clear and does not provide a well-targeted solution to the problems identified”?
Hon Chris Bishop: No. I do not agree that the rationale for the split is unclear or poorly targeted. The Planning Bill focuses on land use planning, regulation and development, while the Natural Environment Bill focuses on natural environment outcomes, including protection and enhancement.
The Bills are currently before the Environment Committee, and the Government will consider changes in line with the Committee’s recommendations.
