Hon Chris Bishop: No, I consider the distinction is clear. The Planning Bill establishes a framework for planning and regulating the use, development and enjoyment of land, and the Natural Environment Bill establishes a framework for the use, protection and enhancement of the natural environment. The Bills are currently before the Environment Committee, and the Government will consider changes in line with the Committee’s recommendations.
