11406 (2026). Hon Rachel Brooking to the Minister responsible for RMA Reform: What modelling, if any, has been undertaken to estimate the potential cost to councils and ratepayers of compensating landowners under the regulatory relief provisions of the Planning Bill and Natural Environment Bill?

Hon Chris Bishop: The Ministry for the Environment has commissioned external modelling to estimate the potential cost impacts on councils and ratepayers of the regulatory relief provisions. The modelling is being finalised and will be subject to assumptions and caveats, given it depends on future plan-making decisions and the relief mechanisms councils choose to use.
