11368 (2026). Mike Davidson to the Minister of Internal Affairs: What are the compliance actions required by the Provisional Improvement Notice at Fire and Emergency New Zealand training sites, if any?

Hon Brooke van Velden: I am advised that the Provisional Improvement Notice for the Woolston Training Centre included the following recommendations: 1. The facility is to be immediately shut down and not to be used until adequate safety improvements have been completed, tested and proven to be safe. 2. Ongoing monitoring of the site to ensure that workers are not unnecessarily exposed to harm from uncontrolled smoke release. All workers are to be provided with monitoring results. 3. If engineering controls cannot be proven to work safely then the Facility is to be permanently shut down, redesigned and built elsewhere. I am advised that the Provisional Improvement Notice at the National Training Centre in Rotorua included the following recommendations: 1. The A4 live fire cells (excluding Compartment Fire Behaviour Training cells) is to be immediately shut down until adequate safety improvements have been completed, tested and proven to be safe. 2. Ongoing monitoring of the site to ensure that workers are not unnecessarily exposed to harm from contributed break down of live fire cell integrity. 3. If engineering controls cannot be proven to work safely then the facility is to be redesigned and rebuilt with live fire cells that are fit for purpose for future live fire burns.
