11365 (2026). Mike Davidson to the Minister of Internal Affairs: How does Fire and Emergency New Zealand independently assess and validate the learning outcomes of its recruits, if at all?
Hon Brooke van Velden: I am advised Fire and Emergency New Zealand operates as a Government Training Establishment (GTE) responsible for training approximately 17,500 firefighters and other emergency personnel. Fire and Emergency process about 26,000 results a year, including approximately 13,000 Unit Standard results that are reported to the New Zealand Qualifications Authority (NZQA). As a GTE, Fire and Emergency undergoes mandatory external evaluation by NZQA to assess performance and compliance with their rules relevant to registered training organisations.
