10855 (2026). Francisco Hernandez to the Minister for Rail: What communication, if any, broken down by date and title, has the Minister or their office received from the Minister’s departments, agencies, crown entities or any other bodies that the Minister is responsible for, if any, regarding the National Fuel Plan since 28 February 2026?
Rt Hon Winston Peters: The National Fuel Plan was published on 11 November 2025 as announced by the Hon Shane Jones, Associate Minister for Energy. The fuel plan outlines the steps taken to secure fuel stocks which you could read here: https://www.mbie.govt.nz/assetrs/fuel-security-plan-november-2025.pdf The entities for which we are responsible are operationally independent. They can read the document to inform their business responses, and do not require direction, communication or specific action to do so. On a per-kilometre basis, rail is substantially more fuel efficient than road and airline services so the direct cost of fuel price spikes is relatively muted. We have been briefed by KiwiRail as to the direct and indirect impacts of fuel price spikes on its operations and customers, and will continue to be. The most recent briefing was in a fortnightly report received on 19 March 2026.
