10478 (2024). Hon Jan Tinetti to the Minister of Education: What, if any, advice has the Minister seen to suggest that less than one year is enough time to adequately train teachers on the new structured literacy approach and, if this advice exists, who provided it?

Hon Erica Stanford: The Ministry of Education has advised me that approximately 85 percent of all primary schools, and at least half of all junior primary school teachers, have already begun to use structured approaches to literacy in their teaching. This means there are fewer than 10,000 teachers who have received no training in structured literacy approaches to reading and writing at all. The initial funding will be focused on teachers of Years 0 – 3 who have received no structured literacy training at all, and this cohort is expected to have received initial training by the end of this year. The professional learning and development (PLD) will then be expanded to Years 3 – 6. Teachers can begin to deliver structured literacy approaches alongside on-going training and development.
