10476 (2024). Hon Jan Tinetti to the Minister of Education: What, if any, “domestic and international evidence” was the Minister referring to when she said that “this method is the most effective”?

Hon Erica Stanford: There is a range of domestic and international evidence that demonstrate effectiveness of the structure literacy approach for most students. For example, two recent Ministry of Education evaluation reports on literacy initiatives including the Better Start Literacy Approach, Reading Recovery and Early Literacy Support and Ready to Read Phonics Plus books, and accelerative structured approaches to literacy trials showed evidence of: • improvements in students’ literacy skills • increases in the number of teachers using structured approaches to literacy • improvements in teachers’ confidence and capability.
