10457 (2025). Shanan Halbert to the Minister for Universities: Is it an operational matter for Universities in New Zealand to decide what courses or papers are taught at their tertiary institutions and whether they make these courses compulsory for students?

Hon Dr Shane Reti: Yes, universities are responsible for determining what courses they teach and which are compulsory within a programme of study, consistent with the institutional autonomy provisions in the Education and Training Act 2020. New programmes and qualifications require approval via the Committee on Academic Programmes (CUAP), a subcommittee of Universities New Zealand.
