10236 (2025). Francisco Hernandez to the Minister for the Public Service: Is it appropriate for the Minister of Foreign Affairs to be personally deciding which roles to fill at his Ministry?
Hon Judith Collins: It would be inappropriate for a Minister to interfere in the appointment of a particular employee to a role in their Ministry.
However, it may be appropriate for a chief executive to advise their Minister under the ‘no surprises’ convention of their intention to create a role, particularly if it is a senior position, and for the Minister to indicate their view on whether such a role appears to fit with the Government’s priorities.
