Camilla Belich to the Minister for Social Development and Employment: What contracts, if any, have been entered into by any department or entity for which the Minister is responsible with any of the following firms since 27 November 2023: McKinsey & Company, Boston Consulting Group, Deloitte, PwC, KPMG, EY, Accenture, or any subsidiary or affiliate of those firms — listed by department or entity, supplier, contract value, contract start date, and the purpose of the engagement?

Hon Louise Upston: I am advised that the Ministry of Social Development (the Ministry) has entered into contracts since 27 November 2023 with Ernst & Young Limited, KPMG, PriceWaterhouseCoopers Consulting and Deloitte. I am further advised that the Ministry is unable to provide a detailed breakdown of these contracts to the level of the purpose of the engagement. Producing such information would require substantial collation across multiple business units and systems. As such, the Ministry is unable to provide this information within the timeframe required for a written parliamentary question without diverting personnel from their core duties. In accordance with Speaker’s Ruling 210/6, I consider that the time, and therefore the expense, of providing this information is not in the public interest. I am also advised that three of the Crown entities for which I am responsible have not entered into contracts with any of the listed firms since 27 November 2023. The New Zealand Artificial Limb Service has engaged Deloitte during this period for ICT support. However, it has not been possible to extract detailed historic contract information within the time available.
