10067 (2025). Hon Kieran McAnulty to the Associate Minister of Housing: How is the Government tracking the 80 percent of people leaving emergency housing whose next housing situation is known?

Hon Tama Potaka: I am advised by the Ministry of Social Development (MSD) that using existing information that MSD holds, MSD are able to identify people who have accessed emergency housing (EH) and see if they have accessed other MSD housing-related services that give an indication of their housing situation. MSD can identify when someone who has been in receipt of the Emergency Housing Grant later accesses Accommodation Supplement, has attained a Social Housing Tenancy or been placed with a Transitional Housing provider. Of the households who ended a stay in EH in September 2024: • 29 percent had attained a social housing tenancy (3 percent through community housing providers, 26 percent through Kainga Ora) • 27 percent had accessed Accommodation Supplement (this includes clients with mortgage, private rental or board costs) • 26 percent had been placed in Transitional Housing • 17 percent did not access any of these housing-related services. The modelling is limited to those who have accessed further housing support after leaving emergency housing and households are under no obligation to tell government where they are moving to. For example, MSD is unable to identify those who have entered a private rental without accessing an Accommodation Supplement. Subsequent housing states for clients are reported by the month the emergency housing stay ended, looking at which housing-related services have been accessed up to 60 days later.
