10058 (2026). Camilla Belich to the Minister for Social Development and Employment: What staff engagement, morale, or culture surveys, if any, have been conducted by any department or entity for which the Minister is responsible since 27 November 2023, listed by department or entity, date conducted, the organisation that administered the survey if external, and the overall engagement or satisfaction score reported?
Hon Louise Upston: I am advised by the Ministry of Social Development (the Ministry) that Ministry employees participated in the Public Service Census | Te Taunaki conducted by the Public Service Commission | Te Kawa Mataaho in partnership with Research New Zealand from 3 to 21 March 2025. The overall Employee Engagement Index score for the Ministry was 0.77. Ministry employees who leave the organisation are invited to complete an exit survey, which includes an overall satisfaction question. For the period 27 November 2023 up to 27 March 2025, the exit survey was administered by Gartner. From 1 April 2025, the survey has been administered internally by the Ministry. A Gartner summary report dated 27 March 2025 reported an overall satisfaction score of 71%. Since this date, our overall satisfaction has risen to 74%. I am further advised that the (then) Children and Young People’s Commission conducted one internal wellbeing support survey in September 2024. This was an internally run survey to understand need regarding wellbeing support. It had a response rate of 60% and provided valuable information to inform the development of the organisation’s wellbeing programme but did not specifically measure engagement or satisfaction scores. The Independent Children’s Monitor has not conducted any internal staff engagement, morale or culture surveys since 27 November 2023. The New Zealand Artificial Limb Service has conducted five staff engagement surveys since 27 November 2023, all administered internally: • Peke Waihanga Team Culture and Wellbeing Survey – January 2024 – Satisfaction score: 74%. • Peke Waihanga Team Culture and Wellbeing Survey – June 2024 – Satisfaction score: 73%. • Peke Waihanga Team Culture and Wellbeing Survey – December 2024 – Satisfaction score: 81%. • Peke Waihanga Team Culture and Wellbeing Survey – May 2025 – Satisfaction score: 92%. • Peke Waihanga Team Culture and Wellbeing Survey – September 2025 – Satisfaction score: 87%. The Social Workers Registration Board (SWRB) has conducted four staff engagement or pulse surveys since 27 November 2023, all administered internally: • SWRB Pulse Survey – 1 March 2024 – Engagement score: 88%; Satisfaction score: 64%. • SWRB Staff Engagement Survey – 20 June 2024 – Engagement score: 96%; Satisfaction score: 64%. • SWRB Insights Survey – 10 March 2025 – Engagement score: 75%; Satisfaction score: 52%. • SWRB Pulse Survey – 10 October 2025 – Engagement score: 70%; Satisfaction score: 51%.
