Hon Louise Upston: I am advised by the Ministry of Social Development (the Ministry) that the Public Service Commission engaged Research New Zealand to deliver the 2025 Public Service Census | Te Taunaki, which included agency-level reporting for participating departments, including the Ministry. As part of this service, Research New Zealand offered agencies the option of additional analysis of their Census results at a standard rate. The Ministry requested a thematic analysis of open text responses to the question “what changes would help your organisation deliver better results for taxpayers”. This additional analysis was commissioned in March 2025 at a cost of $5,000. The Ministry had a Gartner Human Resources research and services contract in place, until March 2024. As part of this broader arrangement, Gartner provided exit (departure) and recruitment surveys and associated insights. The departure survey covered matters such as satisfaction with the employment experience and, reasons for leaving. The recruitment surveys focused on both candidate and hiring manager experiences, including satisfaction with the recruitment process and ratings of factors such as communication and onboarding. The services were provided under the services contract that ended March 2024. The surveys were inclusive of a range of supports and services, at no additional cost to the contract. I am further advised that three of the Crown entities have not commissioned any surveys or polling since 27 November 2023. The New Zealand Artificial Limb Service has one contract within the period specified: • Organisation: Cemplicity Ltd. Subject matter: independent customer satisfaction surveys, of up to 5,000 patients per year (distributed across the year). Cost: $14,600 per annum. The Social Workers Registration Board commissioned one survey during the relevant period: • Organisation: Research New Zealand. Subject matter: Public Trust in the Social Work Profession. Date commissioned: April 2025. Total cost: $33,000.
