9997 (2024). Hon Ginny Andersen to the Minister for the Prevention of Family and Sexual Violence: In response to Reply 7450 (2024); what are her plans for leading the whole-of-government approach to substantially prevent, reduce, and address family and sexual violence?
Hon Karen Chhour: Tackling family violence and sexual violence is complex and cannot be delivered by a single Minister alone.
I am actively working with Officials and Ministerial colleagues to understand what cross government actions should be prioritised in the second Action Plan under Te Aorerekura.
This Action Plan is a vehicle for driving collective efforts towards delivering measurable results, underpinned by evidence of what works and will have impact. This will be supported by the Outcomes and Measurement Framework released last year.
I expect the second Action Plan to reflect a five-year delivery plan for Te Aorerekura, my priorities and government targets, with clear expectations of detailed review built-in.
The second Action Plan is currently under consideration, and I will share more details once it is finalised.
In addition to ensuring strong collaboration across the IEB agencies, work in developing Te Aorerekura and supporting the implementation of the first Action Plan has reinforced the benefits of collaboration with communities and the specialist FVSV sector.
More broadly I oversee the government’s implementation of the national strategy, Te Aorerekura. Te Aorerekura outlines six key changes or 'shifts' to eliminate family violence and sexual violence in Aotearoa New Zealand.

• Shift 2: Towards mobilising communities
• Shift 3: Towards skilled, culturally competent and sustainable workforces
• Shift 4: Towards investment in primary prevention to protect against family violence and sexual violence
• Shift 5: Towards safe, accessible and integrated responses
• Shift 6: Towards increased capacity for healing
I have committed to focusing on improving what is in place now, which means continuing with the overall goals of the Te Aorerekura strategy.
