9979 (2026). Camilla Belich to the Minister of Foreign Affairs: What staff engagement, morale, or culture surveys, if any, have been conducted by any department or entity for which the Minister is responsible since 27 November 2023, listed by department or entity, date conducted, the organisation that administered the survey if external, and the overall engagement or satisfaction score reported?
Rt Hon Winston Peters: I am advised that the Ministry of Foreign Affairs and Trade undertakes an organisation wide employee experience survey. Since November 2023, whole of organisation surveys were conducted in September 2024, May 2025, and November 2025, with engagement scores of 74%, 75%, and 74% respectively. Onboarding and exit surveys were introduced in December 2024 and are administered on a rolling basis. MFAT’s survey provider is Qualtrics. The Asia New Zealand Foundation conducted a staff survey in October–November 2025, achieving a 100% engagement rate and 76% overall satisfaction. I am further advised that Antarctica New Zealand has conducted several engagement related surveys over this period. For the Christchurch office, engagement surveys were completed in February 2024 (58%), July 2024 check in (57%), November 2024 pulse (27%), February 2025 (53%), and February 2026 (56%). For Scott Base, engagement surveys were conducted in February 2024 (74%), February 2025 (77%), and February 2026 (74%).
