9973 (2026). Camilla Belich to the Minister of Internal Affairs: What surveys or polling, if any, have been commissioned by any department or entity for which the Minister is responsible since 27 November 2023, listed by department or entity, the organisation commissioned to conduct the survey or poll, the subject matter, the date commissioned, and the total cost?

Fire and Emergency NZ:
Fire and Emergency New Zealand commissioned the following surveys:
• Ipsos and Qualtrics in Mar 2023 (ongoing) to undertake quantitative People Experience Surveys - total cost to date $580,764.14 (over the 3 years since March 2023).
• Auckland University of Technology (AUT) in Mar 2024 to undertake a TimePoint 2 Wellbeing Survey at a cost of $84,500.00.
• Scarlatti to undertake qualitative Culture Research (March-May 2025) at a total cost of $114,890.00, and a qualitative Wāhine Mentorship Pilot Evaluation (June 2024 – June 2025) at a total cost $94,975. Scarlatti to conduct an evaluation of the complaints management system (ongoing from March 2025) cost to date $136,633.25.
• Talbot Mills commissioned on 26 Feb 2026 to undertake research on the “Effectiveness of public safety messaging and strike impact awareness testing” at a total cost $6,000.00.
• Public Fire Tracker that tracks all public awareness, attitudes, and behaviour related to fire safety. The tracker started in 2020 to now. The total annual cost to run the always on tracker is $312,200.00
• Fire and Emergency Stakeholder Survey that annually surveys external stakeholder to gain a better understanding of how the organisation can work more effectively with them. The total cost is $17,103.00
• Fire and Emergency’s former Kaupapa Māori and Cultural Communities team commissioned in February 2025 the Hapori Māori Deep Dive survey to validate Public Fire Tracker data from Māori respondents, and to deepen cultural and contextual insights through tailored questions and insights specific to Māori communities. The cost is $127,800.
Lotto NZ:
Since 27 November 2023, Lotto NZ has commissioned a broad range of surveys and research projects. These include ongoing monthly Brand & Communications Monitor reports, customer experience evaluations, retailer engagement surveys, responsible gaming research, and digital experience testing, totalling $819,894.73.
During this time, Lotto NZ has used a range of research companies, including: The Research Agency Ltd, Kantar TNS New Zealand Limited, Camorra Research Ltd, Big Picture Marketing Strategy, Gamres Limited, Askable, Giftcard Vendor, Qualtrics, Soar Communications Group, Ibis, and Ask Nicely.
