9956 (2026). Camilla Belich to the Minister of Defence: What staff engagement, morale, or culture surveys, if any, have been conducted by any department or entity for which the Minister is responsible since 27 November 2023, listed by department or entity, date conducted, the organisation that administered the survey if external, and the overall engagement or satisfaction score reported?
Hon Judith Collins: There have been no New Zealand Defence Force (NZDF) staff engagement, morale or culture surveys conducted since August 2023. However, an NZDF-wide Force Readiness Survey was conducted in February/March 2026. This survey was designed as a way to measure operational readiness and some sections of the survey touched on morale and will provide a measure of job satisfaction. Results from the survey are not yet available. Several departments within the NZDF have run staff engagement surveys since November 2023. These include: Defence Equipment Management Organisation surveys in November 2023, November 2024 and November 2025; Information Command survey July 2025; Special Operations Command PULSE engagement surveys 2024 and 2025. No analysis was undertaken on the data for these surveys except for agreement indices for each question. The Ministry of Defence participated in the March 2025 Public Service Census of departments and departmental agencies. Details and results of this are published on the Public Service Commission’s website at https://publicservice.govt.nz/data/public-service-census. The Ministry undertook an employee survey in August 2024. This was administered in-house. • 79% of staff agreed or strongly agreed with the statement Overall, I am satisfied with my job. 81% of staff agreed or strongly agreed with the statement I would recommend the Ministry as a good place to work.
