9939 (2024). Hon Jan Tinetti to the Minister of Education: Will the literacy support for learners who need extra support be individualised; if so what will it be?
Hon Erica Stanford: I have committed to ensuring that all state schools will teach reading using proven approaches to structured literacy from 2025. This commitment includes the provision of additional support for students that need it. Further information is publicly available on Transforming how our children learn to read | Beehive.govt.nz. I expect that additional literacy support will be designed to support individual needs. Tier 2 supports will be targeted and offer focused approaches to enhance participation and learning. Tier 3 supports will be tailored and provide more specific supports for individual students and their unique needs and contexts. Students’ needs will be monitored and identified early using progression monitoring assessments, such as phonics checks and standardised tools, and informally through teacher observations. Professional development on structured literacy will support teachers to identify needs and plan appropriate responses so students can make the progress they need.
