Hon Chris Penk: To have access to these provisions, the projects listed in Schedule 2 of the Fast-track Approvals Act will need to be done by an agency that can use the Public Works Act to acquire land. This includes central government agencies, local authorities and network utility operators that are requiring authorities under the Resource Management Act 1991.
