8954 (2025). Arena Williams to the Minister for Building and Construction: How many buildings in New Zealand , if any, are considered Passive Houses or meet the Passive House standard?
Hon Chris Penk: Currently there is no Passive House Standard that is recognised in the Building Act 2004. There is an exemption for internationally certified passive buildings from meeting the requirements of Regulation 8 of the Residential Tenancies (Healthy Homes Standards) Regulations 2019, but this is for residential tenancy purposes only in the Housing portfolio. There are multiple independent ‘passive housing’ schemes available in the private market with varying definitions, but government does not monitor new consents or have data on existing stock against these varied definitions.
