8850 (2026). Tangi Utikere to the Minister of Transport: Further to WQ 7363 (2026), what is the total value of public expenditure on pre-implementation work — including design, consenting, property acquisition, and ground investigations — that would be written off or otherwise unrecoverable if the project does not proceed to construction?

Hon Chris Bishop: As outlined in my press release of 20 October 2025, funding of $185 million has been approved to progress the pre-implementation phase for the project (design and consenting).
