Tangi Utikere to the Minister of Transport: Further to Reply 7178 (2026), how were the 488 impacted licences fraudulently converted; was the fraud perpetrated by the individuals themselves, a third party, or persons within NZTA or another agency; and how was the fraud initially detected?

Hon Chris Bishop: NZ Transport Agency Waka Kotahi (NZTA) advises me that for the majority of the cohort, it has no way of knowing whether the fraud was perpetrated by the individuals themselves or a third party. There is no evidence that persons within NZTA or another agency were involved. The fraud was initially detected in February 2025 while assessing the efficacy of a control implemented the previous year.
