8826 (2026). Tangi Utikere to the Minister of Transport: Further to Reply 7172 (2026), of the 173 individuals who passed tests to receive a Class 5 licence, what proportion sat the Class 5 test as their first assessment; and does NZTA consider this outcome consistent with the risk assessment findings that informed the testing programme?

Hon Chris Bishop: I am advised that of the 498 impacted individuals (461 who provided fraudulent information and 37 who were converted to the wrong class), 424 were provided with an opportunity to pass tests to retain their licence. A total of 159 passed the necessary tests to reobtain a class 5 licence. 118 of these passed on their first attempt and the remainder passed on their second and final attempt. I am advised NZ Transport Agency Waka Kotahi assessed the likely road safety risk associated with this group as above average. The number of individuals who did not reobtain a Class 5 licence (being provided with two attempts at the test) has confirmed this risk assessment to be accurate.
