7723 (2024). Hon Dr Ayesha Verrall to the Minister of Transport: How, if at all, do the ministries, agencies and departments for which the Minister is responsible, define ‘frontline’ staff and ‘back-office’ staff?
Hon Simeon Brown: I am advised by NZTA that front line and back-office delineation is determined by the main purpose of the function in which an employee is located. The Regulatory, Engagement and Partnerships, Customer and Services, and Transport Services business groups are classified as “front office,” and Commercial and Corporate, People and Safety and Digital business groups are classified as "back office".
The Civil Aviation Authority advise me that it defines frontline roles as those rostered staff working in Airports, Regulatory & Certification roles engaged with aviation participants, specialist technical and policy advisors who engage directly with industry. Back-office roles are largely corporate and regulatory support functions and senior management positions.
I am advised by The Ministry of Transport that Back-office roles are defined as all roles that are a supporting function and that are not directly involved in interacting with the public and/or with the Ministers Office. Front office roles are defined as all roles that involve direct interaction with the public or stakeholders.
